State can cease Californians from
voting twice by doing this

The apparent answer is that till their vote is surrendered to the registrar of voters, they might not obtain a second mail-in poll.
The opposite answer is to require nonpartisan voters to re-register within the occasion of their alternative in order that nonpartisan voters are usually not allowed to vote within the Democratic contest. I’m conscious that that is decided by the principles of the occasion.
Many Inexperienced Social gathering voters request a Democratic Social gathering vote on the polls, I can attest. My recollection is that the American Impartial Social gathering and the Republican Social gathering don’t permit crossover voting.
